Nkemdili Lewis – County Administrator

The County Administrator position is a highly responsible administrative position involving the coordination and/or direction of county government operations. The Administrator acts under the policies determined by the Board of Supervisors and is subject to the Board’s general supervision and control. The County Administrator will carry out the general policies of the Board in conformity with the estimate of expenditures fixed in the annual budget as finally adopted by the Board or as revised by the Board. The County Administrator establishes objectives, standards, and control measures within the context of the board, general policy guidelines for departments under his or her control. The County Administrator is appointed by the Board of Supervisors annually at the first scheduled meeting in January.

Duties of the Administrator

“The County Administrator shall employ an office clerk and other such technical and secretarial assistance for the Board of Supervisors as may be needed. The County Administrator will also maintain an office for the Board of Supervisors and prepare a budget for his or her office subject to the approval of the Board.”

  • Budget and financial administration — assisting the Board in preparing the county budget and tax levy and keeping the Board informed about the county’s financial condition and future financial needs.
  • Administrative management — carrying out orders, resolutions, regulations and policies adopted by the Board.
  • Personnel/administrative functions — exercising personnel and administrative authority that the Board lawfully delegates to the Administrator.
  • County property and facilities — coordinating management, maintenance, repair, improvement and storage of county-owned property.
  • Grants — keeping the Board informed about available federal and state assistance, assisting with applications and project documentation, and serving as the administrative officer for county grants from state and federal sources.
  • Insurance/risk matters — securing insurance coverage for county property and other insurance required or authorized by law.
  • Citizen complaints — receiving and investigating complaints concerning county government and reporting findings to the Board and appropriate supervisor.
  • Board meetings — regularly attending Board meetings with full privileges of discussion but no vote.
  • Other delegated administrative duties — performing administrative duties that the Board itself could legally perform and may legally delegate, so long as doing so does not interfere with duties that state law assigns to another county officer.
